What is a TMP?
Before you get our crew out on the road to traffic manage your project, you must have a Traffic Management Plan (TMP). But what is a TMP and why is it required?
Auckland Transport offers a comprehensive definition of what a TMP is:
‘A traffic management plan (TMP) is a site-specific plan that covers the Risk Assessment, Design, Implementation, Maintenance, and removal of temporary traffic management (TTM) measures while work or activity is carried out in the road corridor (road, footpath or berm).
A TMP is a document that details the way activities in the road corridor will be carried out, so they minimise inconvenience and help ensure road users and workers remain as safe as possible. ‘
Usually, a TMP must be approved by the local transport authority (in Auckland this is Auckland Transport (AT) before any works starts).
A TMP is sometimes required for activities being done on private property if construction vehicle access is needed for a long period of time.
Local Transport Authorities require a traffic management plan for any activity that varies the normal operating conditions of any part of the road corridor (road, footpath, or berm). This could include an event or a construction project.
The purpose of a TMP
A TMP serves multiple critical purposes:
Safety: The primary goal of the TMP is to ensure the safety of everyone involved – site workers and the general public using the road corridor.
By identifying potential risks and implementing appropriate measures, accidents and hazards are minimised.
Traffic flow management: A properly executed TMP also ensures that traffic flows smoothly, minimising disruptions and reducing congestion caused by roadwork or events. This reduces frustration and minimises inconvenience for those working on the road and those traversing the road.
Risk mitigation: By identifying potential hazards and implementing measures to address them, a TMP mitigates risks associated with roadwork and events. This is particularly important now that the industry has moved to a risk-based approach to temporary traffic management.
Temporary Traffic Management (TTM) plays a crucial role in ensuring the safety and efficiency of roadwork, events, and construction projects or other situations that require alterations to traffic flow.
A well-designed Traffic Management Plan (TMP) is the cornerstone of any successful temporary traffic management (TTM) undertaking. Creating a safe environment for the worksite, staff, contractors, and motorists, including cyclists and pedestrians, is paramount.
